When you stop to think about it, a repeated meme is just an idea and that’s all they are, an idea. . . . A nice little cover for the real troublemaker.
The Doctor, “The End of the World”

Memes existed outside of everything because everything relied on them for existence, even “existence” itself. The Doctor knew this, but didn’t really ever think about it consciously because they were, well, there, always there. His fight wasn’t really with them, anyway, but with those who would employ them for ill. Memes just always were, and it wasn’t until now, until all of Gallifrey had been lost and he was seeing the world through this new set of eyes, that he remembered just how much of the codes that governed and the ties that bound were merely universally adopted versions of THEM and how easily memes could and had seduced entire civilizations into doing both the unspeakably awful and the unstoppably noble.

When he considered that Cassandra had duped him, just like she’d duped everyone on Platform One, with such a weak manifestation of that ancient power, he had to chuckle. He wondered that he didn’t see it right away, as soon as they’d handed him the small silver ball, “a gift of peace in all good faith.” Peace and faith, two of their most dangerous agents, and he hadn’t even batted an eye.

He was old and thick and tired. This lifestyle that was his idea of “freedom” (another of their greatest hits) had become a stifling prison now that he was freer than he’d ever thought he’d want to be. As he and Rose shared chips after the end of her world, he thought about how he could enjoy seeing the universe through her unblemished eyes.

“To beginnings,” he grinned, and touched the paper cup to hers.
